Multiple “Firsts” Lead To A Tipping Point for Readiness

Leading up to the DHITS 2025 Conference later this month, Outpatient is announcing several “Firsts” as a Trusted Partner for Air Force Medical and the Military Health System. All related to Service Member Readiness compliance, Outpatient App has been working with a number of sites who currently use the Readiness Scheduling System (RISS).

Earlier this year, Outpatient App won an official SBIR Phase III contract to implement RISS at MacDill AFB in Florida. In doing so, according to both the OSD SBIR Program Office and AFWERX, Outpatient App became the First health software company to achieve Phase III across the entire DoD.   

The innovative system drives a significant efficiency gain for the Base Operational Medical Teams supporting Service Member Readiness – on average about 10,000 hours per site per year, or 5 Full Time Employees. In an environment of limited medical staffing and a surging readiness requirement, this is a huge benefit. Both Travis and MacDill medical leadership have commented on the substantial gains at each site.

The benefit is not just for the medics either, but perhaps felt even more so by the Line Service Members who also gain substantial time back and prefer the easy access via their phone. They can easily and quickly request scheduled compliance appointments via their personal devices, keeping them in the job and compliant. Overall, the valuable time savings and big increases in compliance are driving broader interest in the RISS System. The Air Force Wing leadership have also noted their members enjoy and prefer the new system. Keeping their teams compliant and mission ready is a big win for everyone. 

Air Force Medical Leadership heard about the benefits of the RISS system. After demos and seeing the data, a Support Letter announcing the system was sent to AFMEDCOM Leadership, along with Major Command and MTF leaders. This communication is a rare step and acknowledges the SBIR Phase III accomplishment along with the readiness enhancement opportunity and the broad interest in seeing its expansion. 

In parallel with these steps, the DISA and Air Force CyberSecurity leadership have announced sponsorship of Outpatient App moving into the official DAF Gov Cloud1 Landing Zone. This also includes leveraging their own Authority to Operate (ATO) and FedRamp compliance certifications. 

The DAF Cloud1 Landing Zone is a newer initiative led by Chief Technology Officer, Darek Kitlinski, and his team at the Office of CIO. Outpatient App will be the First Health Company to join the new environment, which is another “First” and further acknowledges the broader interest in expansion. 

With Mr. Kitlinski’s support, Outpatient App will be announcing these steps and sharing overall experience at the DHITS Conference in late August. To that end, Outpatient is presenting the RISS program and related data at DHITS25 as part of the Agenda on Monday during the Air Force Service Day. Col William Báez, Director, Medical Information Operations and Chief Health Informatics Officer, will lead a mid-day discussion along with the Outpatient Team, to include a video with users from the Travis BOMC team. 

As a Trusted Partner, Outpatient App is collaborating with Air Force and the broader DoD to drive a Tipping Point for Readiness Success.
